To get the most from the toolkit, you should already have some experience as a training designer and be currently working. You'll recognize the issues that you most need to address in your situation, and you'll be able to complete the recommended on-the-job tasks.
However, if you're brand new to design, you'll still get useful skills. If you're not currently working, you'll get less from the toolkit, but the downloads will be helpful when you do find a position.
