The toolkit is designed for people who solve specific performance problems in a specific workplace where the errors and best practices can be concretely identified.

It's less applicable to off-the-shelf courses or education. In those situations, the workplace and problems aren't specific. Instead, you're supposed to create something that can be applied generically. Your conversation with the client and subject matter experts will be more general than the conversations modeled in the toolkit, and the analysis would happen at a higher level.

If your main goal is to have people pass a knowledge assessment, the toolkit isn't for you.
